Sanitary Sewers

The sanitary sewerage system throughout Fox Chapel Borough is operated by the Borough under a lease rental agreement between the Borough and the Fox Chapel Sanitary Authority.  The Authority was created in 1960 as a vehicle to finance the extension of the sewerage system to serve nearly all areas of the Borough. Presently, only a few isolated properties remain unsewered.  Every new dwelling and new subdivision must connect to a sanitary sewer when it is available.  All swimming pool drains must be connected to public sewers when they are available.  Maintenance of the lateral sewer, which runs from the house to the main sewer, is the responsibility of the property owner.  It is illegal for any property owner to cover any sewer manhole so as to delay or hinder access to the sewer.

Tap-in Fee
Homes, where feasible, are required to be connected to the sanitary sewerage system.  There is a fee associated with the tap-in connection.  Contact the Superintendent of Sanitary Sewers at (412) 963-1100 for additional information.

Sewers, Documents of Certification (Dye Testing)
Ordinance No. 510 requires any person selling real estate within the Borough on which a structure exists to provide the purchaser with a Document of Certification prior to the sale.  The Document of Certification is an official statement from the Borough stating that there are no known illegal storm or surface water connections or infiltration into the sanitary sewer on the specific property which is being sold. The seller must hire a plumber who is registered with the Borough to perform such tests as are required by the Borough's Sewer Department which will oversee the tests. If no illegal storm or surface water connections or infiltration are found, a Document of Certification will be issued.  If illegal connections or infiltration are found, they must be corrected or money placed in escrow before the Document of Certification (and No-Lien Letter) will be issued.  Contact the Borough's Superintendent of Sanitary Sewers to schedule a dye test at (412) 963-1100.  For more information, please see Dye Testing/Sewer Lateral.

Sewers, Rentals
Every property served by a sanitary sewer in Fox Chapel Borough is subject to a quarterly sewer rental charge.  The rental charge is based on metered water consumption at the current rate per 1,000 gallons of water used per quarter. Billing for sewer rental charges is handled by the Fox Chapel Authority.  Their telephone number is (412) 963-0212.

If a property owner uses large quantities of water for irrigation purposes, he or she has the option of installing a separate (secondary) water meter, at his/her expense to meter the water which does not enter the sanitary sewerage system. This option does not apply to any swimming pool which is required to be connected to the sanitary sewer.
